1. Open Microsoft Outlook account
2. If you are using the Outlook beta then open 
beta launch
3. You click the "People" tab
4. Select the contact from your Outlook contact list
5. Click option of delete
6. Click delete box
After clear the steps, you can technically block a 
contact in Outlook account
